This module will provide a general overview of the e-snaps system and take you through the steps of the initial CoC Registration process. The CoC Registration process involves registering your CoC and supplying CoC contact information. |

CoC Lead Agencies: Getting Started
This module provides helpful information that should be reviewed by CoC lead agencies in preparation for the 2011 Continuum of Care (CoC) Homeless Assistance competition. Important e-snaps information is covered including how to request a change in primary contact or lead agency, helpful tips and common e-snaps errors, guidance on Grant Inventory Worksheets, and Merging CoCs. |

This module describes the common icons, buttons, navigation tools, how to log in and access your CoC Registration, Exhibit 1, SF-424, and Exhibit 2, as well as other conventions used within e-snaps.

Exhibit 1: Introduction and CoC Applicant Profile
This module will assist CoCs in completing the Applicant Profile that will then allow access to the Exhibit 1 application. CoCs should also read this Exhibit 1: CoC Introduction and Applicant Profile training module, as well as review the e-snaps Features and Functions training module that was available when CoCs registered. |

Exhibit 1: CoC Structure and Member Group
This module covers Form 1A – 1E. This series of forms in Exhibit 1 asks each CoC to identify the CoC’s lead organization, primary decision-making group, committees and work groups, member organizations, and the process the CoC uses to review and select projects. |

Exhibit 1: Housing Inventory Information
This module covers Forms 1F – 1G. This series of forms in Exhibit 1 asks each CoC to enter housing inventory information, which includes answering CoC housing inventory questions and describing the CoC’s housing inventory sources and methods. |

Exhibit 1: Homeless Management Information Systems
This module covers Forms 2A – 2G. This series of forms in Exhibit 1 asks CoCs about the use of Homeless Management Information Systems, commonly referred to as HMIS, in their communities. This section of Exhibit 1 asks each CoC to identify the organization in its community responsible for HMIS, discuss the extent to which HMIS is used, and identify the technical standards used in the community.

Exhibit 1: Home Populations and SubPopulations
This module covers Forms 2H – 2N. This series of forms in Exhibit 1 asks you about homeless populations and subpopulations. You will provide data on the homeless population and subpopulations within your CoC, as well as information on how your CoC collected this data.

Exhibit 1: CoC Strategic Planning
This module covers Forms 3A – 3C. This series of forms in Exhibit 1 asks CoCs to provide information about the CoC’s 10-year plan, discharge planning protocols, and coordination with existing strategic planning groups in the community.

Exhibit 1: HHN Reallocation
This module covers Forms 3D – 3H, which involve shifting funds from expiring renewal grants to new projects. This option is only available to CoCs whose Final Pro Rata Need, or FPRN, is based upon their Hold Harmless Need, or HHN, amount. If your PPRN is greater than your HHN, then you are not eligible to use the HHN Reallocation option. More detailed information regarding need amounts can be found in the FY2011 CoC Notice of Funding Availability.

Exhibit 1: CoC Project Listing - Loading, Reviewing, and Ranking Projects
In this module, you will learn how to upload, review, and rank Exhibit 2 projects. The CoC Project Listing in Exhibit 1 requires each CoC to upload, review, and accept or reject all projects, while CoCs must also rank all new projects. |
